From 1971 to 1983, the reimbursement procedures for intermediate care facilities for the mentally retarded (ICF/MRs) were governed by Department of Public Welfare Rule 52. This rule was widely criticized and there was pressure for its revision. The Department of Public Welfare (DPW) was dissatisfied with the spending and legal appeals generated by the rule.
